Why does the jury system call the same people every 4 years?

I know of other people that are never called and do not understand why. I really do think they should take the unemployed or best yet-people that really want to do this. I do believe in the judicial system and am not complaining that I probably will be called but will never understand why the same people all the time. Thank you for your opinion.
