How can I get him to want more ?

My husband and I just got married and when we do have its incredible! I initiate a lot more than he does. He just doesn't seem that physical. I try to get him to make out with me and kiss me and he says he is always tired or idk. It seems like there is always an excuse. I try to initiate all of the time. I think is important to a healthy relationship. I have tried y lingerie and toys and to masturbate and let him watch and nothing seems to work. Is it me? He is very affectionate and loves to spend time together and snuggle.... Idk what to do...any ideas?
