I need so help between a buyer and co-signer.?

my church member were suppose to co-sign for me a car.and i just found out he did not.he keep telling me once i get it paid off than he will turn it over in my name.i spoke with a car dealer yesterday and he told me he do not have to turn it over to me.it is in his name and my name is not on know paper where i sign.and i have to fix all of the repairs is that fair to me.he tells me do not stop paying on it because he wants his credit to look good.i told him i want mines to look good also.he drives the car just as much as i do.i have all the repairs bill in my name and cancel checks where i make the monthly payments.can i take him to court. i have spent $11,000 on this car please help me.
