If a Congressman were to...?

Through legislation--and it always requires financing. Cars would have to be able to run on it, so either the taxpayer directly funds the making of those new vehicles, parts, etc. OR you pay for it indirectly through the costs of your products. It doesn't mean ONLY the car will cost that much. Many other products, every day products, could be affected. The government has no money--therefore, all spending is relegated to the taxpayer.
